Billy D. Cooper started his professional career with the Texas Parks and Wildlife Department as a biologist in 1953. He worked for two years in the Austin area and moved to Houston in 1955. His work in the Houston area consisted of building and developing Sheldon Reservoir and working with private lake owners in fisheries management. In 1958 he was put in charge of the Sheldon and Huntsville Fish Hatcheries and the public and private waters in the 29 counties surrounding Houston.

In 1963 Mr. Cooper resigned from the Texas Parks and Wildlife Department and started a private consultation and management company. The company engaged in the building and managing of private lakes from Mexico to the Canadian border. During the past 37 years, over 750 lakes, ponds and fountains have been visited and/or managed. Other work for the company has included working on pollution problems, vegetation control, commercial fish production, fish surveys and related lake work.

The company owns and operates 168 acres of lakes and ponds for commercial fish and plant production. Experiments are presently being run on the hybridization on bass and sunfish. One potential new sub-species appears to be a cross between a Florida and Cuban bass.
We have five operating boats for spraying vegetation, conducting fish surveys, rough fish control and fish shocking.

The company provides the following services....
- Treat noxious aquatic vegetation
- Apply dye, lime and fertilizer as needed
- Treat silt problems
- Monitor water quality every visit (normal appearance, color, smell)
- Perform routine water quality analysis quarterly (hardness, ph, alkalinity, nitrited, nitrates, phosphates)
- Meet with staff from Lake personnel and make verbal or written recommendations as requested on lake/pond management techniques
- Secure fish as needed
- Conduct an annual fish population survey on fishing lakes
- Visit and inspect each lake/pond on a timely basis as requested by owner
- Provide monthly billings. Each billing will include details as to base monthly cost plus cost and quality of chemicals, additional services.
